Petitioner was blacklisted by the respondent without affording an opportunity of a hearing.

In the case of Zulfiqar Ali Vs. Divisional Superintendent (Workshops), Pakistan Railways, Moghalpura, Lahore (PLD 2001 Lahore 13), due to an alleged breach of a contractual obligation, the petitioner was blacklisted by the respondent without affording an opportunity of a hearing. It was held by the Hon'ble Lahore High Court that the person likely to be adversely affected by the decision of blacklisting is entitled to a notice and a hearing in the matter. The order to blacklist the petitioner without affording it an opportunity of a hearing was declared to be illegal and of no legal effect.
