It is trite that when the order of an executive authority regarding detention of a particular person is challenged under Article 199 of the Constitution the High Court has limited jurisdiction because the remedy of judicial review cannot be treated as appeal or revision. The Court cannot substitute its discretion for that of the administrative authority. It can only see whether the order of detention is reasonable and objective. On the touchstone of these principles and those enumerated in paragraph 23, above, I have found Hafiz Saad‟s detention orders unexceptionable.
